L’objectif de cet article est de montrer les difficultés du travail interdisciplinaire sur la question du risque dans l’acceptabilité éthique et sociale de l’amélioration humaine par le développement des nanotechnologies. Ces difficultés émergent du contexte du débat entre le transhumanisme, dont les principaux protagonistes proviennent des sciences de la nature, et l’humanisme, dont les principaux défenseurs proviennent du milieu des sciences humaines et sociales. Notre objectif est de montrer que les positions des transhumanistes et des humanistes diffèrent essentiellement sur plusieurs (...) aspects de la question : l’identification des risques et des impacts, l’évaluation qui fonde l’acceptabilité ou non des risques et des impacts, et la foi en la capacité de la science de surmonter les risques identifiés pour l’être humain. The emergence and development of convergent technologies for the purpose of improving human performance, including nanotechnology, biotechnology, information sciences, and cognitive science (NBICs), open up new horizons in the debates and moral arguments that must be engaged by philosophers who hope to take seriously the question of the ethical and social acceptability of these technologies. This article advances an analysis of the factors that contribute to confusion and discord on the topic, in order to help in understanding why arguments that (...) form a part of the debate between transhumanism and humanism result in a philosophical and ethical impasse: 1. The lack of clarity that emerges from the fact that any given argument deployed (arguments based on nature and human nature, dignity, the good life) can serve as the basis for both the positive and the negative evaluation of NBICs. 2. The impossibility of providing these arguments with foundations that will enable others to deem them acceptable. 3. The difficulty of applying these same arguments to a specific situation. 4. The ineffectiveness of moral argument in a democratic society. The present effort at communication about the difficulties of the argumentation process is intended as a necessary first step towards developing an interdisciplinary response to those difficulties. The genetically manipulated organism crisis demonstrated that technological development based solely on the law of the marketplace and State protection against serious risks to health and safety is no longer a warrant of ethical acceptability. In the first part of our paper, we critique the implicitly individualist social-acceptance model for State regulation of technology and recommend an interdisciplinary approach for comprehensive analysis of the impacts and ethical acceptability of technologies. In the second part, we present a framework for the analysis (...) of impacts and acceptability, devised—with the goal of supporting the development of specific nanotechnological applications—by a team of researchers from various disciplines. At the conceptual level, this analytic framework is intended to make explicit those various operations required in preparing a judgement about the acceptability of technologies that have been implicit in the classical analysis of toxicological risk. On a practical level, we present a reflective tool that makes it possible to take into account all the dimensions involved and understand the reasons invoked in determining impacts, assessing them, and arriving at a judgement about acceptability. When philosophers participate in the interdisciplinary ethical, environmental, economic, legal, and social analysis of nanotechnologies, what is their specific contribution? At first glance, the contribution of philosophy appears to be a clarification of the various moral and ethical arguments that are commonly presented in philosophical discussion. But if this is the only contribution of philosophy, then it can offer no more than a stalemate position, in which each moral and ethical argument nullifies all the others. To provide an alternative, we (...) must analyze the reasons behind the prevailing individual and cultural relativism in ethics. The epistemological investigation of this stalemate position will guide us to the core problem of the relation between theory and action . The stalemate can be overcome from a pragmatic philosophical standpoint, which combines epistemology, philosophy of language—that is, the philosophy of speech acts—and practical reasoning—that is, reasoning about decision-making . From this philosophical standpoint, it will be possible to show how philosophy can accompany and support the development of nanotechnologies. (shrink)

The worldwide COVID-19 pandemic has shed more light on the difficulty of making health care decisions integrating scientific knowledge and values associated to life and death issues, human suffering, quality of life, economic losses, liberty of movement, etc. But the difficulties related to health care decisions and the use of innovative drugs or technologies are not new, and many countries have created agencies that have the mandate to evaluate new technologies in health care. Health Technological Assessment (HTA) reports’ aim is (...) to guide the decision makers in these difficult matters. There are two ethical components in HTA. The first is the report’s presentation of an ethical evaluation of the technology. The second is the value-ladenness of the HTA decision-making process itself. When implicit value judgments are not elicited, the justification of the final decision cannot be transparent. The present paper aims to identify and elicit the implicit value-judgments related to each step of the HTA process. This research is grounded on an applied ethics decision-making paradigm based on the role of value judgments in the decision-making process. The first part discusses two different approaches to values and value judgments in HTA. In the second part, citations mentioning value judgments extracted from a systematic review on the integration of ethics into HTA were categorized to elicit the value judgments and their criteria for each different HTA decision-making steps. The results show that there are 18 decision-making steps in the HTA process where 23 implicit value-judgments can be recognized. The range of these value judgments encompasses the whole HTA process: from the initial request, the presenting of the principal issues, to the final report’s dissemination. Since stakeholders need to understand which value judgments the conclusion of a report relies on, eliciting the implicit value judgments in the HTA decision-making process should yield more transparency. How are we to understand the fact that the philosophical debate over nanotechnologies has been reduced to a clash of seemingly preprogrammed arguments and counterarguments that paralyzes all rational discussion of the ultimate ethical question of social acceptability in matters of nanotechnological development? With this issue as its starting point, the study reported on here, intended to further comprehension of the issues rather than provide a cause-and-effect explanation, seeks to achieve a rational grasp of what is being said through the (...) appeals made to this or that principle in the range of arguments put forward in publications on the subject. We present the results of the study’s analyses in two parts. In the first, we lay out the seven categories of argument that emerged from an analysis of the literature: the arguments based on nature, dignity, the good life, utility, equity, autonomy, and rights. In the second part, we present the background moral stances that support each category of argument. Identifying the different categories of argument and the moral stance that underlies each category will enable a better grasp of the reasons for the multiplicity of the arguments that figure in discussions of the acceptability of nanotechnologies and will ultimately contribute to overcoming the tendency towards talking past each other that all too often disfigures the exchange. Clarifying the implications of the moral arguments deployed in the debate over nanotechnologies may make it possible to reduce the confusion observable in these exchanges and contribute to a better grasp of the reasons for their current unproductiveness. Aborde de nombreux thèmes, notamment : la vérité en mathématiques, la construction du vrai dans le développement cognitif de l'enfant, la procédure de Ramsey et le problème du réalisme scientifique, les relations de l'astrophysique et de la cosmologie avec l'observation.

Les fondements de la théorie du choix rationnel, dans ses multiples déclinaisons (économie théorique, théorie de la décision, théorie des jeux, théorie de l'action que l'on trouve au cœur de la philosophie analytique, etc.), ne sont plus aussi assurés en cette fin du XXe siècle qu'ils semblaient l'être durant, ou immédiatement après, la Seconde Guerre mondiale, lorsqu'un John von Neumann ou un Leonard Savage en posaient les prolégomènes. A la source des difficultés présentes, on trouve l'ambition croissante de la théorie (...) du choix rationnel d'expliquer, et surtout de fonder, des phénomènes très éloignés du champ à l'intérieur duquel elle s'était d'abord confinée. Le défi le plus grand que le choix rationnel s'est fixé à lui-même est de rendre compte de la possibilité du jugement moral dans un monde d'individus isolés, autonomes et intéressés (et notamment de la promesse, de l'engagement, du contrat, de la parole donnée et tenue, de la menace, de la dissuasion crédible et efficace). C'est en tentant de relever ces défis que les théoriciens ont rencontré sur leur chemin, comme autant d'obstacles inattendus, des paradoxes redoutables. Ce livre présente les recherches les plus récentes dans le domaine. Il s'en dégage la thèse que le paradigme de la rationalité est radicalement incomplet. L'idéal de transparence qui est au cœur de la théorie du choix rationnel est incapable de venir à bout de l'extériorité et de l'opacité du collectif. Si elles ne prenaient appui sur des références extérieures qui les guident en les " poussant ", les interactions entre acteurs rationnels seraient en général incapables de produire à elles seules quoi que ce soit de déterminé. Les recherches ici présentées s'attachent à définir ce que sont ces dispositifs collectifs cognitifs qui encadrent et servent de support aux décisions individuelles. As scholars have shown, acceptance is key to the success of Payment for Ecosystem Services (PES) scheme. While many studies adopt a static cost-benefit perspective, few address the social process leading to acceptance. Drawing on Suchman (1995), this article examines the legitimacy process underlying the acceptance of a PES in agriculture. In particular, the role of collective action in the legitimisation process is analysed, using a combination of qualitative and quantitative methods of discourse analysis. Data from an agro-environmental PES scheme (...) in France on water quality shows that acceptance depends on the normative and cognitive legitimacy that actors confer upon a public policy. (shrink)

Amidst the many brain events evoked by a visual stimulus, which are specifically associated with conscious perception, and which merely reflect non-conscious processing? Several recent neuroimaging studies have contrasted conscious and non-conscious visual processing, but their results appear inconsistent. Some support a correlation of conscious perception with early occipital events, others with late parieto-frontal activity. Here we attempt to make sense of those dissenting results. On the basis of a minimal neuro-computational model, the global neuronal workspace hypothesis, we propose a (...) taxonomy which distinguishes between vigilance and access to conscious report, as well as between subliminal, preconscious and conscious processing. We suggest that these distinctions map onto different neural mechanisms, and that conscious perception is systematically associated with a sudden surge of parieto-frontal activity causing top-down amplification. In this paper, we propose that semantic obligatoriness and verb class specificity are criteria which influence whether semantic information is lexically encoded. We present a comprehensive survey of the English verbal lexicon, a sentence continuation study, and an on-line sentence processing study which confirm that both factors play a role in the lexical encoding of participant (...) information. The “Neuronal man”, as Changeux has called him, is now credited with an aesthetic mind. This mind is not the “Geist” of the philosophical tradition. The cognitive sciences have took over from philosophy and now they deal with art and aesthetics as they do with whatever aspect of human thought, experience and activity. Philosophers like Kant were interested in the empirical sources of beauty, but for him empirical features of its development did not change anything at all to its very (...) essence. The naturalism implemented in the philosophy of mind and sciences of cognition has changed the terms of the question, so that the main point in discussion is whether aesthetic experience can be explained in terms of brain and/or computational process or whether it should be considered as irreductible to empirical or physical facts. These debates can be seen as new and interesting, but they drive directly to an aporia reminding in a certain way the old debate between the "Sons of the ground" and the "Friends of ideas". (shrink)

Le présent article porte sur les débats relatifs à la Forme que doit prendre l'appareil de collecte de données statistiques pour faire face aux transformations que connaissent les sociétés occidentales depuis le début du XIXe siècle. C'est au moment de la mise sur pied, en 1832, du Bureau statistique du Board of Trade britannique que sont avancés pour la première fois les arguments en faveur de la coordination, de la centralisation ou de la décentralisation en matière statistique. L'intériorité et l'expression de l'intériorité occupent une place significative en philosophie. Au cours des dix dernières années de sa vie, Wittgenstein leur a consacré une large part de ses réflexions en s'engageant dans des voies inattendues qui rompent avec les présupposés ordinaires et s'ouvrent sur des perspectives inédites dont ses remarques sur la " philosophie de la psychologie " constituent le centre. Mais l'intérêt de Wittgenstein pour l'intériorité vise moins à en prononcer la liquidation qu'à la débarrasser des confusions qui (...) en obscurcissent le sens et à mieux en dessiner le visage. L intériorité, qui peut être une sorte de maladie, douce ou terrible, insidieuse, attrayante ou repoussante, est comme la face visible de notre langage et de notre vie dans ce qui les fait nôtres, les soustrayant ainsi à l'indifférence, à la monotonie et par conséquent à la mort. Cet essai sur Wittgenstein et la philosophie de la psychologie explore cette partie de son œuvre en s'efforçant d'en saisir la portée pour une partie des questions qui se posent aujourd'hui en esthétique, voire en éthique, ainsi qu'en philosophie du langage et de l'esprit. Afin de préciser l’héritage théologique dans lequel le Séminaire de culture théologique s’est inscrit par ses fondateurs, il convient d’explorer la manière dont les libristes ont développé leur enseignement théologique au fil du temps au sein de leur Faculté fondée à Lausanne en 1847. Il nourrit la formation octroyée aux laïcs mettant en œuvre une pédagogie de la conviction ancrée dans la théologie du Réveil propagée durant plus d’un siècle (1847-1966) par l’Église évangélique libre du canton de Vaud et par (...) sa Faculté. Au lendemain de la Seconde Guerre mondiale, il s’agissait plus largement de repenser l’implication du christianisme dans la société. Le Séminaire contribua ainsi à renforcer la place des laïcs et à démocratiser l’accès à la théologie. (shrink)

This paper aims to determine the major axes of the economic policy implemented by the Walloon Region since it acquired significant powers in january 1989. A brief summary of the mechanisms introduced by the Special Financing Law demonstrates how much federal entities suffer from financial constraints imposed by the budgetary sourcing from the National Government. As a result the resources made available are lower than 1988 expenditure on items which have since been 'federalized". The balance will have to be financed (...) by Regional borrowing.We discuss several budgetary policies scenarios and their effects. The Walloon Region has chosen a middle way between two extremes. It has avoided an unchanged expenditure policy, which would have led to an undesirable increase in the debt of the Region, followed by a chronic budgetary shortage. neither has it introduced an excessively strict policy - obtaining a balanced budget by 1996 would have meant a 20% cut in current expenditures. The Walloon Region has opted for a policy of distributing growth between the present and the future by accepting a reasonable level of debt with borrowing limited to the financing of investments which increase the Region's earning assets.When it comes to the budgetary policy of the French Community, we confine ourselves to a brief presentation of the budget because of uncertainty about how it will be made up. This paper argues for a largely unnoted distinction between relational and modal components in the lexical semantics of verbs. Wehypothesize that many verbs encode two kinds of semantic information:a relationship among participants in a situation and a subset ofcircumstances or time indices at which this relationship isevaluated. The latter we term sublexical modality.We show that linking regularities between semantic arguments andsyntactic functions provide corroborating evidence in favor of thissemantic distinction, noting cases in which the semantic groundingof linking through participant-role properties (...) apparently fails. Thissemantic grounding can be preserved, however, once we abstractaway from sublexical modality in lexical semantic representations.Semantically-based linking constraints are insensitive to the sublexicalmodality component of lexical entries and depend only on informationin a predicator's situational core.
